The development, to be delivered by Deluca Corporation, will comprise of a 4,600m² Village Heart, providing essential retail, medical, and lifestyle services to the local community.
Located within EDQ’s 15-hectare master-planned Carseldine Village, the new precinct will form a key part of the broader community development that already includes terrace homes, an aged care facility, and childcare services. With a commitment to sustainability and innovation, the development will demonstrate best practice in sustainability, including new construction techniques to improve energy and water use and reduce waste and carbon emissions.
The entire three-stage development, which includes the retail precinct, and two residential apartment complexes, represents a $200 million investment in the Carseldine Village community. Of this, the Village Retail component alone is valued at $40 million, reflecting its role as the vibrant centerpiece of the project.
Project Overview
The Carseldine Village development will be delivered across three key stages:
- Stage 1: The construction of a retail centre which will serve as the heart of the precinct will feature a supermarket, various specialty retail shops, medical services, and a two-storey allied health and wellness hub. Construction for the retail precinct is set to commence in November 2024 and be completed by March 2026. Importantly, the retail centre has already achieved 75% precommitment from tenants, underscoring strong demand and confidence in the project’s success.
- Stage 2: The first of two residential complexes, featuring 70 apartments across 7 levels, will be built during this stage. The development will primarily feature 2-bedroom, 2-bathroom units, alongside a selection of 2-bedroom, 1-bathroom apartments and 2-bedroom, 2-bathroom units with a multi-purpose room. The ground floor will be dedicated to commercial and retail spaces, while residents will benefit from an exclusive rooftop amenity. This stage also signifies the full completion of the Village Plaza. Work on this phase is anticipated to commence in April 2025 and complete around October 2026.
- Stage 3: The final stage is currently undergoing design and includes the construction of the second residential complex, further enhancing the diversity of housing within the village. Work for this phase is set to begin in mid-2026 and finish in late 2027.
Once fully developed, the precinct will feature a diverse mix of residential, retail, and community amenities designed to promote active lifestyles and create a seamless connection between living spaces and nature.

Sustainability at the Forefront
In line with the project’s sustainability benchmarks, the design of the Village Heart incorporates sustainable features such as photovoltaics, gas-free infrastructure, and energy-efficient shading devices. The retail buildings will be climate-responsive, with extensive use of natural light and greenery to create cool, comfortable living and working spaces.
The development will not only serve the immediate needs of the Carseldine Village community but also provide significant employment opportunities, with 65 (full time equivalent) jobs created during construction and 140 ongoing roles once the Village Heart is operational.
